The Institute for Fiscal Studies stated in their February 2010 Green Budget Report that whoever forms the next British government will have to take “more ambitious” measures to reduce public spending than currently set out in the Treasury’s 2009 Pre-Budget Report. The IFS report warns against austerity measures in the form of tax increases or public spending cuts for 2010 but predicts even with the modest growth forecast in the PBR, public finances could face budget restrictions for the next two parliaments.
Fiscal Forecasts
In a Financial Times interview in January Chancellor Alistair Darling defended the 2009 PBR against opinion that suggests the report did not go far enough in addressing public spending issues. The Chancellor restated the government’s “non-negotiable” position in regard to prioritizing the reduction of public debt to levels that do not threaten the recovery and a promise to only introduce public spending cuts with an appropriate timescale. He suggested the Tory’s timetable for fiscal tightening was undeliverable and would hinder economic growth.
Darling’s 2009 budget forecasts a modest 1 to 1.5 per cent GDP growth for 2010 in line with the National Institute for Economic & Social Research published figures of a 1.1 to 1.7% increase and the IMF January report predictions of a slightly more cautious 1.3% growth for the UK. The Chancellor correctly predicted signs of growth in the last quarter but was cautious in his expectation for the whole period and forecast a 4.75% decrease in 2009. The Office of National Statistics published preliminary estimates in January showing a 0.1% increase in the last quarter and in total a 3.2% contraction in UK growth for 2009.
